MaineCare and Medicare Recoupment Actions

Money-Saving Financing Options for Healthcare Entities

We have been able to save many of our tax-exempt healthcare clients significant dollars by financing and refinancing their capital projects through the issuance of tax-exempt bonds by the Maine Health and Higher Educational Facilities Authority (MHHEFA). MHHEFA is authorized by Maine statute to act as an intermediary for tax-exempt bonds to finance or refinance capital projects conducted by nonprofit, tax-exempt organizations that qualify under the definition of healthcare facility contained in the MHHEFA statute.

In recent years, MHHEFA has been able to substantially reduce the issuance costs for bonds, particularly for smaller bond issues, by issuing bonds in a pools several times each year. Although the rates on tax-exempt bonds will change with other loan rates in different economic environments, the rates on tax-exempt bonds are fixed and are always some of the lowest available in the marketplace. Each pool participant may also choose its own maturity date for the bonds it issues as part of the larger pool.

A good example of the significant savings is our residential care client refinanced $2.3 million of existing traditional mortgage debt and borrowed an additional $1.3 million to fund current capital projects. After the bond issue through MHHEFA had closed, our client's annual debt service on the $3.6 million in bonds was $250,000.00 less than it had been paying on its existing $2.3 million mortgage debt.
